It's 03:00 and a four-person reconnaissance team is 22 kilometers beyond the forward line of troops. The radio is degraded. GPS is being jammed, SATCOM is spotty, and the nearest relay node is 14 kilometers back. An acoustic sensor flags movement 400 meters to the southeast. The team leader needs to know right now: is it a vehicle, dismounted personnel, or livestock?
Under the current model, the answer involves calling back to a fusion center, waiting for an analyst who's managing nine other feeds, and receiving an assessment (if the call connects at all) somewhere between 4 and 18 minutes later. In that window, the tactical situation has already resolved itself, one way or another.
This is not a technology problem. It is an architecture problem. The sensor exists. The AI model to classify the acoustic signature exists. The gap is between where the intelligence lives, in a cloud or a garrison data center, and where the decision has to be made: at the edge, offline, right now.
That gap is what "AI at the Tactical Edge" is actually about.
The Cloud AI Problem in Contested Environments
The commercial AI story of the last four years has been centralization. Bigger models, bigger clusters, faster inference silicon, all of it concentrated in hyperscale data centers connected to users through low-latency fiber. That architecture works well when your end user is a knowledge worker in an office building with reliable internet.
It works poorly when your end user is a rifle squad in a degraded communications environment.
The U.S. military classifies operational connectivity into four categories: Denied, Degraded, Intermittent, and Limited, abbreviated DDIL. DDIL conditions are not edge cases in tactical operations. They are the baseline assumption. Adversary electronic warfare capabilities have matured to the point that operating under adversary jamming, spoofing, or communication denial is now a planning requirement, not a contingency.
The implications for cloud-based AI are severe:
- Latency becomes lethal. Even when connectivity exists, a round-trip from a forward position to a data center and back typically takes 800ms to several seconds under optimal conditions. Under contested conditions, it becomes unpredictable. Tactical decisions, including threat identification, route clearance assessment, and counter-UAS engagement, cannot wait for a round-trip to complete.
- Bandwidth is rationed. Streaming sensor data, especially video and multi-spectral imagery, consumes significant bandwidth. In tactical environments, bandwidth is a constrained resource shared across fires, logistics, maneuver, and intelligence. Saturating that resource with AI inference traffic is not operationally viable.
- Data sovereignty is non-negotiable. Classified intelligence, SOPs, order of battle data, biometric records, and route intelligence cannot transit unclassified networks. Air-gapped systems operating at classification levels above the cloud tier require AI that runs entirely within the classification boundary.
- Single points of failure become mission-critical vulnerabilities. If your AI depends on a connection to a cloud endpoint, then degrading that connection degrades your AI. Adversaries understand this. Attacks on command and control infrastructure are a primary element of modern integrated operations.
The conclusion is straightforward: AI that cannot operate without the cloud cannot be trusted with tactical missions.
The DoD Investment Landscape
The Department of Defense is not unaware of this problem. In FY2025, the DoD allocated $25.2 billion (approximately 3% of its total $850 billion budget) to programs incorporating AI and autonomous systems. That is a significant commitment. But investment in AI capability does not automatically translate into AI capability at the edge.
Several major initiatives are pushing in the right direction:
Combined Joint All-Domain Command and Control (CJADC2) is the foundational framework for integrating sensors, shooters, and decision-makers across all domains: land, sea, air, space, and cyber. CJADC2 explicitly requires AI-enabled decision support that can function in contested, degraded communications environments. The vision is a mesh of connected nodes where AI can process sensor data close to the source, not just at centralized fusion centers.
The Replicator Initiative is accelerating the deployment of autonomous systems at scale, thousands of platforms across multiple domains, to address the challenge of attritable autonomous systems. Many of those platforms will need on-board AI inference to operate in GPS-denied, communications-denied environments. A drone swarm cannot wait for cloud authorization to identify a target.
Project Linchpin and the Army's TORC framework are pushing AI inference to the brigade and battalion level, using neuromorphic hardware and compressed models to reduce computational requirements without sacrificing accuracy. The architecture is explicitly edge-first: the cloud is treated as a sync destination, not a dependency.
The throughline across all of these initiatives is the same: edge-native AI is a strategic requirement, not a nice-to-have. The constraint is not will or funding. It is purpose-built systems that can actually deliver it.
Five Requirements for Tactical Edge AI That Actually Works
Not all "edge AI" is created equal. A system that runs a compressed model on a consumer laptop and calls it edge AI is not the same as a purpose-built tactical intelligence system. The requirements for genuine tactical edge AI are specific, demanding, and often in direct tension with each other.
1. True Offline Operation
The system must function with zero connectivity, not reduced functionality, not degraded mode, not "offline lite." It must process sensor inputs, run inference, retrieve doctrine from a local knowledge base, generate operator recommendations, and log everything to a local audit trail without any external dependency. When connectivity returns, it syncs. It does not require connectivity to operate.
This is harder to achieve than it sounds. Many commercial "edge AI" deployments still require occasional cloud sync for model updates, licensing verification, or telemetry. In tactical environments, even an occasional dependency creates a vulnerability.
2. Sub-Millisecond Inference
Human reaction time to a visual stimulus averages approximately 200 milliseconds. Effective AI decision support needs to operate faster than the human can process the raw sensor input, delivering an analyzed, prioritized, recommended-action result before the operator's brain has finished parsing the raw data. That requires inference latency measured in milliseconds, not seconds.
Achieving this at the edge requires purpose-built inference hardware, specifically high-TOPS GPU accelerators, NPUs, or FPGAs, matched to model architectures optimized for the available compute budget. A 70-billion-parameter model running on general-purpose server hardware in a garrison data center is not the answer for a squad-level system. A compressed, quantized model running on a purpose-built edge accelerator is.
3. Multi-Modal Sensor Fusion
Tactical intelligence does not come from a single sensor. It comes from fusing acoustic sensors, electro-optical cameras, infrared arrays, radar, RF signal intelligence, and in some cases biometric scanners. Each sensor type captures a different dimension of the operational picture. A vehicle that is invisible to acoustic sensors (electric motor, no exhaust signature) may be clearly visible on thermal. A person concealed from EO cameras by vegetation may generate a distinct acoustic footprint.
Effective tactical AI must ingest and fuse these sensor streams simultaneously, correlating signatures across modalities to build a more complete picture than any individual sensor provides. That fusion has to happen at the edge. Streaming raw video from six sensors to a cloud endpoint and waiting for fusion results is not operationally viable.
4. Explainable Outputs for DoD Compliance
The DoD AI Ethics Principles, codified in 2020 and reinforced in subsequent policy, require that AI systems used in operational contexts be explainable, meaning that operators can understand the basis for AI recommendations. An AI that says "threat" without explaining what data it used, what signature it matched, and what confidence level it has does not meet the standard.
This is not merely a compliance requirement. It is operationally essential. An operator who cannot evaluate the reasoning behind an AI recommendation cannot calibrate their trust in that recommendation. A system that produces black-box outputs will be either over-trusted or under-trusted, both failure modes with serious consequences.
5. Flexible Model Swapping Without Redeployment
Operational requirements change. The model that works well for counter-UAS detection in an open desert environment may perform poorly in an urban canyon. The doctrine that applies to one theater may not apply to another. A tactical AI system that requires a full software redeployment cycle to swap models is not operationally flexible.
Mission-specific model swapping, changing the intelligence model based on mission type, terrain, or threat environment, must be possible in the field, without returning the system to a garrison maintenance facility.

The intelligence has to be generated at the edge, where the action is, not at a fusion center that may be inaccessible.
